Retrain a Skill or Skill level

Skills Matrix, reset a "green" competent skill level back to "orange" In the event a Skill or Skill level requires refreshing eg. an update to a step in a SOP (Standard Operating Procedure). 

In updating the Skill training template it will first ask "Do you wish to publish the changes?" If "Yes" a second prompt "Should training be repeated if someone has already completed it or is currently in progress?" 

In selecting "No" there will be no change to the current Skill level. 

In selecting "Yes" all competent Skill levels will reset to "orange" and a new Training event released for the Trainee to complete the refresher / update.
